New York taxes commercial cleaning services but generally exempts residential cleaning. If you’re cleaning offices, retail stores, or commercial buildings, you need to collect sales tax. If you’re cleaning homes, you typically don’t. Cleaning businesses that serve both markets need to track each type separately in their records.

Register with the NY Department of Taxation and Finance before you start collecting. You’ll get a Certificate of Authority that lets you legally collect sales tax. Don’t skip this step because collecting sales tax without registration is illegal, and so is operating without registering when you should be collecting.
